Whether this iteration's loop value is usable: evaluation is run right after the loop variable is set up and the body is skipped (the iteration still reaches its end check and increment) unless primitive is true. Present only for a range over a CONSTRAINED type, whose loop value is made by the constrained type's non-Panicking of(base) - unset for a counter value that breaks the constraint (a hole inside the range).
