E08275: Networking().urlOf(text) given text the compiler can know - decision U3 of docs/architecture/EK9_URL_TYPE_DESIGN.md §0. urlOf exists for URLs that arrive at RUN TIME (a webhook a user registers, a link in another service's response); an endpoint written in the source is configuration hard-coded, which urlFromEnv exists to prevent. What counts as known is CompileTimeKnownText.
