How a collector gets the closeable ownership decision for its source. Phase 5 passes THE decision (StatementOwnedCloseableCalls::new), which marks each statement-owned call (and reports E81071); every other user of the collector (an on-demand graph for a tool, a test) passes READ_ONLY and only reads the marks phase 5 already made - it must never write marks or report errors of its own.
