THE integer-literal reader for a relational operand, shared by RequirePredicateReader and SymbolicEngine's division, guard and constraint paths: the literal's value, or null when the operand is not an integer literal. It reads an integer literal exactly as the language does (IntegerLiteralValue, as ConstraintWindows does): decimal, hex (0xFF), octal (a leading 0) and underscore digit separators. It is NEVER fed another literal: Long.decode would read the Colour #FF0000 as a number.
