THE rule for what a condition may be: can a value of this type (first argument) be a condition, given the Boolean type (second argument) - a Boolean, or a type that promotes to Boolean with '#^'. The controls (ControlIsBooleanOrError) and assert and require (ExpressionIsBooleanResultOrError) hold one; phase 7 inserts the promotion (phase7.support.BooleanCondition). Was ControlIsBooleanOrError.isCondition (no-statics lane P1, 2026-10-29).
