A declaration whose retention was not DECLARED by a built-in: it carries no RETAINS, or only derived marks (IsDerivedRetention). Only such a declaration is unioned over by the dispatch union of the RETAINS derivations (ReceiverInteriorReturns, CloseableArgumentKeeping); a built-in keeps exactly what it declares. Was ReceiverInteriorReturns.isUserDeclaration (no-statics lane P2, 2026-10-29).
